What is the ruling on delaying the farewell tawaf on the grounds that one is a resident of Jeddah, close to Makkah, and performs it after the crowds have dispersed?

Machine translationRead the Arabic original
The questioner : He says: What is the ruling on delaying the farewell tawaf on the grounds that one is a resident of Jeddah, close to Makkah, and performs it after the crowds have dispersed?

The Shaykh : If he leaves Makkah intending to go to Jeddah and arrives in Jeddah, performing it then will not benefit him, because he has already left and bid farewell. How can it benefit him after he has bid farewell and departed? For this reason, we say: It is obligatory for a resident of Jeddah not to leave Makkah until he has bid farewell, except for a woman who is menstruating or experiencing post-natal bleeding and for whom it is not possible to remain in Makkah until she can perform the tawaf of departure. There is no harm in her leaving to her home in Jeddah. When she becomes pure, she returns and performs the tawaf of departure. We made this exception because the menstruating woman and the woman with post-natal bleeding are not required to perform the farewell tawaf. They are only required to perform the tawaf of departure. The tawaf of departure is currently prevented for her due to the presence of menstruation or post-natal bleeding. So she goes to Jeddah, and when she becomes pure, she returns and performs the tawaf of departure. However, in this state, it is forbidden for her husband to have sexual relations with her if she is married, because she has not completed the second stage of exiting the state of ihram. Yes.
