The Shaykh : Now, regarding this question, I have nothing to say; I am not the head of the Saudi state for you to ask me such a question. What do you think my answer would be? But I will find for you a way much easier than this which has not been facilitated for you.

For example, in the capital, they force the bearded Muslim youth to shave their beards, but it is not so in some remote villages, is it not so?

The questioner : I wanted to tell you that the matter here is more cunning and more severe, meaning in the area of the capital. But if a person thinks of going to a country remote from the capital, that person appears to that village or that country remote from the capital as if he is a foreigner, so people quickly inform the police about him, and they inflict harm upon him. Do you see, O Shaykh, what I wanted to say?

The questioner : I thought, I am a young man from the capital.

The questioner : To the desert, or to the west, or to the east, so as soon as he settles in that village or that country, people naturally become confused about his matter, and quickly inform the police about him, and I am exposed to various kinds of torment, which only he who has tried it knows.

The Shaykh : In any case, I also heard the opposite of what you say, and the reconciliation of these contradictory statements and reports is that the villages and countries far from the capital cannot have the same situation. The evil may be lighter in one country than in another, and more severe in one country than in another. As for them being the same, it is very difficult for us to see that. For example, here in Jordan, the situation differs between the capital and Aqaba, between the capital and a town 30 or 40 kilometers between us, there is a very great difference. And in any case, if you went and were permitted to go to the Hijaz, do you think you would not see evil there?

The Shaykh : That is so, but the issue, as it is said, "Hanani, some evil is lighter than some."

The Shaykh : So when we speak of emigration, this emigration is first conditioned by ability, for Allah does not burden a soul beyond its capacity. Then it is relative, from, let us say, from one country to another country under one ruling in one state, this is the least. Then better than that is from one region to another neighboring region, which may be better than the country of his origin, and so on, until the matter reaches, if the doors of emigration are blocked before the Muslim, God forbid, in all Islamic countries, that he emigrates to a country from the lands of disbelief. But even so, from the perspective of repelling the greater evil with the lesser evil, he does not go to a country famous for licentiousness, moral chaos, and shedding of blood, and the like, more than another country, or for example, where Muslims are oppressed more than in another country. Rather, he chooses a country from those disbelieving countries that is known by experience to give complete freedom to residents in that region, no difference between a Muslim, a Jew, and a Christian, in their claim that they live under a democratic system. So the rule is, "Hanani, some evil is lighter than some." If it is not facilitated for you to go to the Hijaz and you are prevented from entering, and this is naturally not permissible in the original ruling of the Shari'ah, but you can move to another country.
