Question:
Some of the brothers in the organizations say: We are occupied with calling the men out of the market until the original congregational prayer is performed. If we sat down and prayed with the congregation, the market would remain full of people. Do we have an excuse for delaying the prayer?

Answer:
They are excused, yes. They must call the people to the congregation, even if they miss the congregation; because the Prophet (peace and blessings be upon him) said:
I was thinking of commanding that the call to prayer be given, then I would tell a man to lead the people in prayerلقد هممت أن آمر بالصلاة فتقام، ثم آمر رجلاً فيؤم الناس..

Then he would go out while the people are in prayer to attack them so that they would not say: We have prayed.
