Is the one who does not circumcise sinful?

Machine translationRead the Arabic original
Question:
Does the one who does not circumcise commit a sin?

Answer:
The majority hold that it is a recommended practice (sunnah), while Ahmad (may Allah have mercy on him), Ibn Abbas, and a group of scholars held that it is obligatory.
Q: Does the one who does not circumcise commit a sin?
The Shaykh: The one who holds that it is obligatory commits a sin, and the one who holds that it is a recommended practice (sunnah) does not commit a sin. What should be done is to perform it, as Ibn Abbas did, and he emphasized it. The Prophet (peace and blessings be upon him) said to some of the Companions when they embraced Islam:
Remove from yourself the hair that grew during the period of unbelief and get yourself circumcised.ألق عنك شعر الكفر واختتن
Sunan Abi Dawud 356Hasan (Al-Albani)
But there is weakness in its chain of narration.
