The Shaykh : Among the benefits of this hadith is that if the polytheists were Bedouins in the beginning, we command them, or rather we give them a choice: either to move to the land of the emigrants or to remain in their lands. If they move to the lands of the emigrants, they have the same rights as the emigrants and the same obligations as the emigrants. If they remain, they become like the Bedouins of the Muslims; they do not have the rights of the emigrants, and they have no share in the war spoils or the booty, unless they fight in the struggle in the path of Allah.
Among the benefits of this hadith is the permissibility of taking the tax on protected non-Muslims from non-People of the Book. The permissibility of taking the tax on protected non-Muslims from non-People of the Book is based on His saying:
When you meet the polytheists who are your enemy إذا لقيت عدوك من المشركين
Sunan Abi Dawud 2612Sahih (Al-Albani)
, and because the Prophet (peace and blessings be upon him) took the tax on protected non-Muslims from the Zoroastrians of al-Hajar, and the Zoroastrians are polytheists who are not from the People of the Book.
If someone were to say: Did not Allah say:
Fight those who do not believe in Allah or in the Last Day and who do not consider unlawful what Allah and His Messenger have made unlawful and who do not adopt the religion of truth from those who were given the Scripture - [fight] until they give the jizyah willingly while they are humbled. قاتلوا الذين لا يؤمنون بالله ولا باليوم الآخر ولا يحرمون ما حرم الله ورسوله ولا يدينون دين الحق من الذين أوتوا الكتاب حتى يُعطوا الجزية عن يد

The answer is no, because He said:
those who do not believe in Allah or in the Last Day and who do not consider unlawful what Allah and His Messenger have made unlawful and who do not adopt the religion of truth الذين لا يؤمنون بالله ولا باليوم الآخر ولا يحرمون ما حرم الله ورسوله ولا يدينون دين الحق
[At-Tawbah 9:29]

If this is the operative cause, then the description of them being from the People of the Book is a descriptive attribute, or we can say it is a restriction by mentioning some of the individuals of the general, and this does not necessitate specification, if this specified item is included in the ruling of the general. Also, the Prophet (peace and blessings be upon him) taking the tax on protected non-Muslims from the Zoroastrians of al-Hajar—which is in Sahih al-Bukhari—indicates this.
The statement that they have a semblance of a book is a weak statement, because who says that it is a semblance of a book? The operative cause is apparent in the People of the Book and others, because if they accept the tax on protected non-Muslims, the highest ruling is for whom? For the Muslims, because they are humbled, giving the tax on protected non-Muslims with their hands while they are in a state of humiliation.
Among the benefits of this hadith is that it is obligatory for a person to seek help from Allah when intending to act, based on His saying:
Seek help from Allah and fight them. فاستعن بالله وقاتلهم
. So one should not rely on the strength one has or the number one has, because if one relies on that, one will be abandoned. There are many examples of this in the past and the present. So make your work, especially in these difficult battles, based on the help of Allah (Mighty and Majestic).
