The Book of Jihad, Expeditions, and Authority-02a

Machine translationRead the Arabic original
The reciter: Zuhayr ibn Harb narrated to us, 'Abd al-Samad ibn 'Abd al-Warith narrated to us, al-Mustamir ibn al-Riyan narrated to us, Abu Nadrat narrated to us from Abu Sa'id, who said: The Messenger of Allah (peace and blessings be upon him) said:
On the Day of Judgment there will be a flag for every person guilty of the breach of faith. It will be raised in proportion to the extent of his guilt; and there is no guilt of treachery more serious than the one committed by the ruler of men. لكل غادر لواء يوم القيامة، يرفع له بقدر غدره، ألا ولا غادر أعظم غدرا من أمير عامة
Sahih Muslim 1738b
.

The Shaykh : Please explain:
From a general ruler. من أمير عامة
.
The reciter: This is what al-Nawawi says: "From a general ruler, meaning from the treachery of the one who holds general authority, because the harm of his treachery extends to many of Allah's creation".

The Shaykh : In any case, he did not detail the treachery; al-Nawawi (may Allah have mercy on him) did not detail the treachery of the general ruler. But it appears, and Allah knows best, that his treachery is to show people that he is a reformer, and that he does such and such, while he is lying to them. If this is the case, it is considered treachery, because the people pledged allegiance to him based on the Book of Allah and the Sunnah of His Messenger (peace and blessings be upon him and his family).
Is there a second explanation?
