So, standing up over a man is prohibited, and standing up for a man is permissible. It is established that the Prophet, peace and blessings be upon him, stood up for the delegation of Banu Thaqif when they came to him.
As for standing up to a man, that is facing him, and it is a recommended practice (sunnah) for one who is worthy of it.
