The Shaykh: And here, too, we say: Either he misses the obligatory prayer, which is the congregation, or he prays it in the mosque in which prayer is prohibited. So here, as there, the same issues apply: The Muslim must choose the lesser of the two evils regarding his situation. We know that the prohibition of the Prophet (peace and blessings be upon him) in those many hadiths that I cited at the beginning of my book, Warning the Prostrator, is that the prohibition is from the category of blocking the means to harm.

Just as prayer is permissible in the time of dislike, but it is disliked, especially if it is due to negligence, so too is prayer, the congregational prayer, permissible in this mosque, in which the original ruling is the prohibition of prayer, if he does not intend to pray in it, because it is a mosque with a grave in it, and he only intends to pray in it to fulfill the obligation of Allah.
