We have previously discussed the statement of Allah the Exalted:[An-Nahl 16:90]: It prohibits obscenity: this is every sin that is considered shameful, such as undutifulness to parents, severing family ties, unlawful sexual intercourse, marrying prohibited relatives, and other things that are considered shameful by Islamic law and custom.
And what is wrong (munkar): that which is rejected, which is less than obscenity, such as the majority of sins.
And transgression (baghy): exceeding the limit: this is encroaching upon creation by taking their wealth, and encroaching upon their blood and their honor. All of this falls under transgression. And Allah (Mighty and Majestic) made it clear that He commands and prohibits to admonish us and rectify our conditions. For this reason, He said:[An-Nahl 16:90].

As for the hadith mentioned by the author, it contains a warning against deceiving the subjects, and that:Sahih Muslim 142a, : This indicates that it is obligatory for rulers, both small and large, to give sincere advice to those over whom Allah has placed them, and to exert themselves in giving them advice. The most important of this is advice in the religion of Allah: in enjoining good and forbidding evil, and calling to what is good.
And among the advice for them is also: that they should guide them along the paths that lead to their well-being in the hereafter and in this world. They should prevent from them everything that harms them in their religion and their worldly life. They should prevent from them bad ideas, low morals, and the magazines, newspapers, and other things that lead to them. For this reason, it is obligatory for the head of the household to prevent the presence of these things in his home: corrupt newspapers, deviant ideas, and low morals.
Likewise, it is obligatory for the general ruler to prevent these things. This is because if these things become widespread among the people, the society becomes a beastly society that cares only for the fullness of the belly and the desire of the private parts. Chaos will result, security will disappear, and evil and corruption will prevail. So, if the ruler prevents what corrupts people, whether he is a small ruler or a large one, much good will result from this.
If each one of us in his home prevented his family from keeping these obscene and corrupt newspapers and magazines, and from watching corrupt plays and evil series, the people would be rectified. Because the people are the individuals of the nation. You are in your home, the second person is in his home, the third is in his home, and so on. If they are rectified, everything will be rectified. We ask Allah the Exalted to rectify our rulers and to grant them righteous inner circles.
