Question:
We are in a charitable organization, and many Rafidah come forward to be helped, and they are poor and deserving of assistance. Should their statements be concealed, or should they be given from the sadaqah?

Answer:
This varies. If it is voluntary, in the context of reconciliation, the Prophet (peace and blessings be upon him) used to give to disbelievers and non-disbelievers, just as Allah the Exalted said:
Allah does not forbid you from those who do not fight you because of religion and do not expel you from your homes - from being righteous toward them and acting justly toward themلَا يَنْهَاكُمُ اللَّهُ عَنِ الَّذِينَ لَمْ يُقَاتِلُوكُمْ فِي الدِّينِ وَلَمْ يُخْرِجُوكُمْ مِنْ دِيَارِكُمْ أَنْ تَبَرُّوهُمْ وَتُقْسِطُوا إِلَيْهِمْ
[Al-Mumtahanah: 8]. If there is reconciliation and calling them to the Sunnah, perhaps Allah will benefit through the means.
Q: Even though their merchants do not pay?
The Shaykh: The point is: they are given from other than zakah, in the context of reconciliation, if there is calling to the Sunnah with encouragement at another time. Otherwise, he does not give to them; he gives to the people of the Sunnah, and praise be to Allah. As for zakah, they are not given zakah.
