Q: A man has agricultural land, two cows, two oxen, one camel, and one donkey. Some of the farmers yield eight hundred sa' of corn from his agricultural land, and the price of the sa' is three riyals. He has no income other than what we have mentioned. His clothing for himself and his children comes from this income, and his food comes from this income, since a kilogram of meat costs twenty riyals with us. All his needs come from this income, which he receives only once a year, and his housing is also included in it. Does he fall under the category of the poor and the needy, and does he qualify for social security? Please inform us.
A1: Allah (Exalted and Majestic is He) mentioned among the categories to whom zakah is paid (the poor and the needy). These are those who do not find sufficiency, and each of them is given the full amount of his sufficiency for himself and his dependents for a year. And whoever owns something of the wealth in which zakah is obligatory, and it does not suffice for his needs, is not rich. If the yield owned by the person about whom the question was asked suffices him for a year, it is not permissible to
give him anything from the zakah, nor is it permissible for him to take anything from social security, because he is not among the poor. However, if it does not suffice him for his year, he is permitted to take from the zakah the full amount of his sufficiency, as he falls under the general category of those to whom zakah may be distributed. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
