The Shaykh : I answered you, heh. It is not permissible, may Allah reward you. The mere fact that a person utters a word of practical disbelief does not mean we attribute creedal disbelief to him. No, because a person may utter a word of disbelief out of ignorance or recklessness. These are the ones you are referring to! If there were a Muslim ruler and he disciplined one of these people, once, twice, three times, what do you think? Would he return to this insult? No, he would not. These who insult, I think you know like I do, that some of them you see praying with you, right?

The Shaykh : Okay, so if you see him praying, you rule that he is a Muslim, and if you see him insulting Allah and His Messenger, you rule that he is a disbeliever, meaning apostasy. Two things that do not coexist! One of the two must prevail over him. So when we see him praying, the Messenger said:

If you advise him, it will become clear to you whether his prayer is based on creed or on hypocrisy. If he says to you, as we said regarding some of the praying people when they are advised to pray, he says to you: "May Allah accept our repentance." So if this one who insulted Allah and His Messenger is advised and says, "I declare against Satan, I seek Allah's forgiveness," what do you say about him? Was his disbelief intentional and from the heart? Or was his disbelief verbal and not from the heart? Please!

The Shaykh : It is not permissible.

The questioner : Hypothetically, is not his blood wasted?

The Shaykh : May Allah reward you. Every question has an answer. My purpose in this detail is so that none of our brothers rushes to say, "This one insulted Allah and His Messenger, so his blood is permissible."

The questioner : We do not want to rush. We ask so that we benefit, may Allah reward you.

The Shaykh : And I am in this regard.

The questioner : But most of those we advise to stop insulting Allah.

The Shaykh : And upon you be peace, and the mercy of Allah and His blessings.

The questioner : Many of those who are advised to stop insulting Allah, and insulting the Messenger (peace and blessings be upon him), do not stop, and they persist in it. So what is the ruling on this?! As for the one who prays and insults Allah out of anger or ignorance or such, as you mentioned, we have learned about him. But as for the one who persists in it, and we advise him, and he persists in it?!

The Shaykh : A disbeliever.
