Question:
Many of the brothers coming from outside the Kingdom come to perform 'Umrah and say: I want to take an 'Umrah on behalf of my father or my mother. So he asks: From where do I enter the state of ihram? From al-Tan'īm or from the miqat?

Answer:
From the state of ihram, al-Tan'īm, or any other place in the state of ihram, such as 'Arafah, al-Tan'īm, or al-Ja'ranah; because he has already entered the state of ihram from the miqat in accordance with the Shari'ah, just as 'A'ishah entered the state of ihram from al-Tan'īm, because she had entered her first state of ihram from the miqat.
He has become one of the people of Makkah, and his ruling is the ruling of the people of Makkah: they enter the state of ihram from within, meaning from outside the sacred precinct, but it is not obligatory for them to return to the miqat. From 'Arafah, from al-Ja'ranah, from al-Tan'īm, they call it 'Umrah now.
