Question: The sister N. B. H. from Al-Khabar in the Kingdom of Saudi Arabia says in her question: Is it permissible for a woman in mourning—meaning one whose husband has died—to wash her head? And is it permissible for her to apply oils and scented creams to it? Please issue a ruling for us, may Allah reward you with good.

Answer: There is no blame on a mourning woman for washing her head and her entire body whenever she wishes, using sidr or anything else that does not contain perfume.
As for applying oil to it or washing it with something that contains perfume, that is not permissible; because the Messenger of Allah (peace and blessings be upon him) forbade a mourning woman from touching perfume, except for some incense when she bathes from menstruation. And success is from Allah.
