Question:
What is your advice to the brothers and sisters residing in England who do not work and receive financial assistance from the government? Sometimes they find work but do not inform the government. Is this work considered valid?

Answer:
It is obligatory for all Muslims residing in lands of disbelief to migrate to Islamic lands where the rites of Allah are established, if they are able to do so. If that is not feasible, they should migrate to lands that are less evil, as a group of the Companions (may Allah be pleased with them) migrated from Makkah to Abyssania by the command of the Prophet (peace and blessings be upon him), because Abyssania at that time was less evil than the evil that befell the Muslims in Makkah before its conquest. If they are unable to do so, they must fear Allah in their location, avoid what Allah has forbidden them, and fulfill what Allah has made obligatory upon them. There is no blame on them for accepting assistance and support from the disbelieving state, provided that this does not result in neglecting an obligation or committing a prohibited act. They are not permitted to take assistance except through the official method established by the state, and they are not permitted to lie to obtain it.
They must all fear Allah in everything, avoid what Allah has forbidden, and deepen their understanding of the Qur'an and the Sunnah among themselves. They should ask the scholars about whatever is difficult for them, even by letter or by telephone. May Allah improve the condition of all Muslims, preserve their religion for them, grant them understanding of it, and protect them from the evil of their own selves and the evil of their enemies. Indeed, He is Generous and Bountiful.
