Praise be to Allah, Lord of the worlds, and may peace and blessings be upon our Prophet Muhammad, and upon his family and all his Companions.
The author (may Allah have mercy on him) said "Chapter on the prohibition of looking at a non-mahram woman
and a handsome young boy without a legal need
Allah the Exalted said:
Tell the believing men to reduce [some] of their vision قُلْ لِلْمُؤْمِنِينَ يَغُضُّوا مِنْ أبْصَارِهِمْ
[An-Nur 24:30]

And He the Exalted said:
Indeed, the hearing, the sight and the heart - about all those [one] will be questioned. إنَّ السَّمْعَ وَالبْصَرَ وَالْفُؤَادَ كُلُّ أُولئكَ كَانَ عَنْهُ مَسْئُولاً
[Al-Isra 17:36]
And He the Exalted said
He knows that which deceives the eyes and what the breasts conceal. يَعْلَمُ خَائِنَةَ الأعْيُنِ وَمَا تُخْفِي الصُّدُورُ
[Ghafir 40:19]

And He the Exalted said
Indeed, your Lord is in observation. إنَّ رَبَّكَ لَبِالمِرْصَادِ
[Al-Fajr 89:14]

The Shaykh : In the name of Allah, the Most Gracious, the Most Merciful.
Al-Nawawi (may Allah have mercy on him) said in his book *Riyad al-Salihin* "Chapter on the prohibition of looking at a non-mahram woman and a handsome young boy without a legal need" A non-mahram woman is one with whom you have no mahram relationship, whether she is a close relative or a distant one. The *amrad* is a young man whose beard has not grown and who does not have thick hair on his upper lip, meaning his upper lip is smooth and his beard has not grown. Handsome is the opposite of ugly.
Looking at a non-mahram woman is forbidden, as the author (may Allah have mercy on him) stated. This is because Allah commanded lowering the gaze, so He said
Tell the believing men to reduce [some] of their vision and guard their private parts. That is purer for them. Indeed, Allah is Acquainted with what they do. قُلْ لِلْمُؤْمِنِينَ يَغُضُّوا مِنْ أبْصَارِهِمْ وَيَحْفَظُوا فُرُوجَهُمْ ذَلِكَ أَزْكَى لَهُمْ إِنَّ اللَّهَ خَبِيرٌ بِمَا يَصْنَعُونَ
[An-Nur 24:30]
Thus, He commanded lowering the gaze and guarding the private parts. This indicates that failing to lower the gaze is a cause for failing to guard the private parts. When a person lets his gaze run free, his heart becomes attached to women, and he continues to look until he approaches the woman, speaks to her, and addresses her, then he makes an appointment with her, and then the sin occurs, may Allah protect us from it. For this reason, it is said that the gaze is the messenger of zina, meaning it leads to zina. So Allah commanded lowering the gaze.
And He the Mighty and Majestic said
He knows that which deceives the eyes and what the breasts conceal. يعلم خائنة الأعين وما تخفي الصدور
[Ghafir 40:19]
The treachery of the eyes is the furtive look, meaning looking in a hidden way that is not exposed to people, but Allah knows it. So He knows the treachery of the eyes, and He the Exalted and Majestic knows what the breasts conceal of good intentions and bad intentions.
