Question:
And another brother presents questions, saying: I am a traveler, and I hope to receive answers before my journey. Is it permissible to look at a non-mahram woman out of necessity, for example, for learning or asking questions?

Answer:
Looking at a non-mahram woman is something Allah (Exalted and Majestic is He) has prohibited. He, the Exalted, said:
Tell the believing men to reduce [some] of their vision and guard their private partsقُل لِّلْمُؤْمِنِينَ يَغُضُّوا مِنْ أَبْصَارِهِمْ وَيَحْفَظُوا فُرُوجَهُمْ
[Al-Nur: 30]. One can learn and ask questions without following up the gaze. When the Prophet (peace and blessings be upon him) was asked about a sudden glance, where a man looks at a woman unexpectedly, he said:
while you are not to blame for the first, you have no right to the secondلك الأولى، وليست لك الأخرى

And he said:
Do not give a second lookلا تتبع النظرة النظرة

He must lower his gaze and beware of fitnah (trial, discord or temptation), for following up the gaze is one of the causes of fitnah. However, he may look downward, and he must not look at her points of beauty. He should ask about what he needs if there is a necessity, or he should order her to observe hijab if that is feasible. It is not a necessity of asking questions that he follow up the gaze.
