The Shaykh : So the point is that when the Muslim scholar studies the issue from the Sharia perspective, he finds that the matter has not been dealt with Islamically at all. Undoubtedly, I am the first to believe that if the Saudi state wanted to apply the Islamic command, whether the first command which is reconciliation based on the system of Islam, it would not be able to find a way to do so, because the other Arab states do not adopt Islam as a system. So we may give them an excuse, as they say in the Levant: "One hand cannot clap." He calls upon the other Arab states to refer to the Sharia in achieving reconciliation with this aggressor, but they do not respond. However, if America calls them to something, they hasten to respond to America’s call, not only for reconciliation but also for fighting, which is the second of the two matters. So I believe that if the Saudi state wanted to deal with this aggression through reconciliation, it would not find a response from any other Arab Muslim state. Therefore, the only thing left for them is the other matter:
then fight against the one that oppresses فَقَاتِلُوا الَّتِي تَبْغِي

And prepare against them whatever you are able of power and of steeds of war by which you may terrify the enemy of Allah and your enemy وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ وَمِنْ رِبَاطِ الْخَيْلِ تُرْهِبُونَ بِهِ عَدُوَّ اللَّهِ وَعَدُوَّكُمْ
[Al-Anfal 8:60]
, did not adopt these means except as the other states adopt these means. All the other Arab states arm themselves, but why do they arm themselves? To fight the disbelievers in general and to fight the Jewish disbeliever who has occupied an Islamic land? No. The proof is that the purchase of modern weapons in huge numbers, as we used to read, did not correspond to preparing the Arab people, whether Saudi or otherwise, to be the Muslim army that, at least, I do not want to say that is able to attack the disbeliever state, but at least is able to defend its Muslim land. The Saudi state did not prepare this preparation at all to be able to repel the aggression of Iraq upon it, just as it had done with Kuwait. So what do they do in their claim? We bear witness with them that they cannot repel Saddam’s attack, because Saddam and his army have become a very strong fighting army, meaning by the admission of the disbelievers; and therefore they calculated for him and planned to eliminate him through this stratagem, which is supporting Kuwait first and protecting the Saudi lands from the aggression of Iraq and Kuwait extending to Saudi Arabia. The truth is that these states, led by America, are disbelievers and only want to protect their interests.
