Peace be upon you, and Allah's mercy and blessings. As for what follows:
Your letter reached me, may Allah guide you, and what you mentioned regarding the state of the Muslim ummah (the Muslim community) and the state of the Muslims is known. We ask Allah to support His religion, elevate His word, and restore the honor and strength of the ummah. I thank you for your zeal and concern for the affairs of the Muslims, and for your earnestness in seeking their safety and salvation. Regarding your request for my advice and guidance on what you must do to contribute to supporting the Muslims, and your question about the ruling on jihad.
I inform you: The ruling on jihad for the general body of Muslims is a collective obligation (fard kifayah). There is no blame on you if you wish to fight alongside your oppressed Muslim brothers, provided your parents permit it, if they are alive, due to the hadiths reported on this matter. I advise you to be earnest in seeking knowledge and understanding the religion under the guidance of scholars known for their knowledge, virtue, and Salafi creed, from among the supporters of the Muhammadan Sunnah and others. Pay attention to the books of the people of the Sunnah, such as the Six Books, (Muwatta Malik), (Musnad Imam Ahmad), and the books of Shaykh al-Islam Ibn Taymiyyah, Ibn al-Qayyim, Shaykh Muhammad ibn Abd al-Wahhab, and other scholars of the Sunnah. Strive in calling people to Allah according to your knowledge, and strive in advising your brothers, your family, and others with good manners and conveying the message in the best manner, ensuring that this is done through Qur'anic verses, authentic Prophetic hadiths, and the words of scholars known for their knowledge, virtue, and correct creed.
We ask Allah to grant you insight in His religion, and to make you successful and assist you in all good. Indeed, He is All-Hearing, Near.
