Q: There are many Muslims, especially in the countries where communism existed, and as several people who visited them mentioned, they do not know of Islam except its name. Some of them may pray the midday prayer in five units, or they may not know that fasting or Hajj is among the obligations of Islam. What is the ruling on these people? And how will they be held accountable?
A: It is obligatory for the scholars and those who call to Allah the Exalted to teach them and guide them, based on the saying of Allah (Glorified and Exalted is He) : [Surat al-Nahl: 125] and His saying (Glorified and Exalted is He): [Fussilat 41:33] the verse [Surat Fussilat: 33] and the saying of the Prophet (peace and blessings be upon him): Sahih Muslim 1893a.
It is also obligatory for them to learn and understand the religion, and to ask the scholars, as Allah the Exalted said: [Surat al-Nahl: 43]. By doing so, they will attain insight and understanding of Islam, if Allah wills. We ask Allah to grant them understanding in the religion and to make it easy for them to have callers to guidance, for He is the Generous, the Bountiful.
As for if they die in their state, having not been reached by the call, they are like the other people of the period of ignorance (Ahl al-Fatrah); their affair is left to Allah the Exalted. Authentic hadiths have been narrated from the Messenger of Allah (peace and blessings be upon him) regarding those who were not reached by the call that they will be tested on the Day of Resurrection. Whoever succeeds will enter Paradise, and whoever does not succeed will enter the Fire.
We ask Allah for us, for them, and for all Muslims to be guided to what pleases Him and to be safe from the causes of His anger, for He is the All-Hearing, the Near.

ادْعُ إِلَى سَبِيلِ رَبِّكَ بِالْحِكْمَةِ وَالْمَوْعِظَةِ الْحَسَنَةِ وَجَادِلْهُمْ بِالَّتِي هِيَ أَحْسَنُAnd who is better in speech than one who invites to Allah and does righteousness
وَمَنْ أَحْسَنُ قَوْلًا مِمَّنْ دَعَا إِلَى اللَّهِ وَعَمِلَ صَالِحًاOne who guides to something good has a reward similar to that of its doer.
من دل على خير فله مثل أجر فاعلهIt is also obligatory for them to learn and understand the religion, and to ask the scholars, as Allah the Exalted said:
So ask the people of the message if you do not know.
