Question:
The first message in this episode: A message reached us from one of the female listeners. The sender (A. M. A): Our sister has some questions, so she asks—for example—she says: Is one ruled to be a Muslim if he displays some of the matters of Islam, or is the ruling suspended until his belief is known?

Answer:
In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may Allah send blessings and peace upon the Messenger of Allah, and upon his family, and his Companions, and whoever follows his guidance. As for what follows:
The obligatory thing is to rule that one is a Muslim if he displays what indicates his Islam, such as the two testimonies: the testimony that there is no god but Allah, and that Muhammad is the Messenger of Allah, and his praying with the Muslims; for this indicates that he is a Muslim until what contradicts this becomes clear. If what contradicts this becomes clear from him, it is obligatory to advise him, it is obligatory to guide him, and to direct him to what may be hidden from him. If apostasy from Islam and what is ruled upon him by it becomes apparent from him, then it is upon the one in authority to ask him to repent. If he repents, otherwise he must be killed, due to the saying of the Prophet (peace and blessings be upon him):
Whoever changes his religion, execute him.من بدل دينه فاقتلوه

The summary is: that it is obligatory to treat one who displays Islam as a Muslim, to direct him to good, to teach him what he did not know, and to guide him to what may be hidden from him, until what indicates his disbelief and misguidance becomes clear from him; then he is treated as other disbelieving apostates are treated.
