Wiping over socks without a cause such as cold or the like

Machine translationRead the Arabic original
Q: The reader Sami. H - He sent a question saying: I often see some of the worshippers wiping over (the socks) in their ablution, even in the time of summer, and I hope you will inform me about the extent of the permissibility of that, and which is better for the resident: ablution with washing the two feet, or wiping over the socks? Knowing that those who perform the wiping have no excuse except that they say: that it is permitted.

A: The generality of the authentic hadiths indicating the permissibility of wiping over the leather socks and the wool socks indicates the permissibility of wiping in winter and summer.
And I do not know of any legal evidence indicating the restriction of the time to winter, but he does not have the right to wipe over the socks or anything else except with the conditions considered valid by the Shari'ah, among which are: that the socks cover the place of the obligation, that they are worn in a state of purity, and observing the duration, which is: one day and one night for the resident, and three days with their nights for the traveler, starting from the wiping after the state of ritual impurity in the most correct of the two opinions of the scholars.
And success is from Allah.
