Q: Is it permissible for a menstruating woman to read books of supplications on the Day of 'Arafah, even though they contain verses from the Qur'an?

A: There is no harm in a menstruating woman or a woman in post-natal bleeding reading the supplications written in the books of Hajj rituals, and there is nothing wrong with her reading the Qur'an as well, according to the correct view; because no authentic, explicit text has been transmitted that forbids a menstruating woman or a woman in post-natal bleeding from reading the Qur'an. It was only transmitted specifically regarding the one in a state of major ritual impurity that he should not read the Qur'an while in that state; due to the hadith of 'Ali (may Allah be pleased with him) and I am pleased with it.
As for the menstruating woman and the woman in post-natal bleeding, a hadith of Ibn 'Umar was transmitted regarding them:
The menstruating woman does not recite - nor the Junub - anything from the Qur'an.لا تقرأ الحائض ولا الجنب شيئا من القرآن

but it is weak; because the hadith is narrated by Isma'il ibn 'Iyash from the people of the Hijaz, and he is weak in his narration from them. However, she may read from memory without touching the mushaf.
As for the one in a state of major ritual impurity, it is not permissible for him to read the Qur'an, neither from memory nor from the mushaf, until he performs the full ritual bath. The difference between them is that the time for the one in a state of major ritual impurity is short, and he is able to perform the full ritual bath immediately, from the time he finishes with his wife, so his duration does not last long, and the matter is in his hand; whenever he wishes, he performs the full ritual bath. And if he is unable to use water, he performs dry ablution with clean earth, prays, and reads.
As for the menstruating woman and the woman in post-natal bleeding, the matter is not in their hands, but rather it is in the hand of Allah (Mighty and Majestic). Menstruation requires days, and post-natal bleeding is likewise; for this reason, reading the Qur'an was permitted for them; so that they do not forget it, and so that they do not miss the virtue of reading and learning the rulings of the Shari'ah from the Book of Allah. So it is even more appropriate that they read books that contain supplications mixed with verses and hadiths... and so on. This is the correct view, and it is the most correct of the opinions of the scholars (may Allah have mercy on them) in this matter.
