Peace be upon you, and Allah's mercy and blessings. After that:
O beloved, your noble letter dated 9/10/1988 CE has arrived—may Allah guide you to it—and the information it contained: that you have enrolled in the Arab Academy for Maritime Transport in the Arab Republic of Egypt, and that its regulations force the student to shave his beard, and your request for advice and guidance on the matter, etc., has been noted. Accordingly, we thank you for your good concern and for asking about what concerns you regarding your religion, and we ask Allah for us and for you understanding in His religion and steadfastness upon it.

A: We inform you that it is established from the Messenger of Allah (peace and blessings be upon him) that he said:
Trim the mustaches and let the beards grow; be unlike the polytheists.قصوا الشوارب، وأعفوا اللحى؛ خالفوا المشركين
It is agreed upon as authentic, from the hadith of Ibn 'Umar (may Allah be pleased with them both), and in Sahih Muslim, from Abu Hurayrah (may Allah be pleased with him), from the Prophet (peace and blessings be upon him) that he said:
Trim closely the moustache, and grow beard, and thus act against the fire-worshippers.جزوا الشوارب، وأرخوا اللحى؛ خالفوا المجوس

Based on this, I advise you to leave the aforementioned academy and transfer to another if you are forced to shave your beard, and Allah will make for you a relief and an exit; because of His saying, the Exalted:
And whoever fears Allah - He will make for him a way outوَمَنْ يَتَّقِ اللَّهَ يَجْعَلْ لَهُ مَخْرَجًا ۝
[At-Talaq 65:2]
and He will provide for him from where he does not expect, and whoever relies upon Allah, He is sufficient for him [Al-Talaq: 2-3].
And you must commit to piety and repentance from shaving your beard, and not return to that, and whoever repents, Allah accepts his repentance; because of His saying, the Exalted:
But indeed, I am the Perpetual Forgiver of whoever repents and believes and does righteousness and then continues in guidance.وَإِنِّي لَغَفَّارٌ لِمَنْ تَابَ وَآمَنَ وَعَمِلَ صَالِحًا ثُمَّ اهْتَدَى
[Ta-Ha: 82].
We also advise you to enroll in one of the Saudi universities; such as the Islamic University in Madinah al-Munawwarah, or King Abdulaziz University in Jeddah, or Umm al-Qura University in Makkah al-Mukarramah, or other universities and colleges in the Kingdom.
We are ready to help you in this if you write to us about it, and attach a copy of your qualifications and a recommendation from the honorable head of the Ansaar al-Sunnah al-Muhammadiyyah group in Cairo, Shaykh Muhammad Ali Abd al-Rahim.
This, and we ask Allah for us and for you and for the Muslims success in what pleases Him, a good outcome, and the rectification of intention and deed, for He, the Exalted, is the best of those asked.
