Question:
The questioner: K. A. M. from Aleppo in Syria says in his question: What is the ruling on performing the obligatory prayer immediately after the mu'adhdhin finishes the adhan, meaning without waiting or a pause between the adhan and the iqamah?

Answer:
It is prescribed for the imam not to hasten until the Muslims are present to perform the prayer in congregation, following the example of the Prophet (peace and blessings be upon him) and the Rightly Guided Caliphs after him. The imams should seek the appropriate time when people gather to perform the prayer in congregation. If the imam is in a country where the times for iqamah have been determined by the responsible authorities, he should take that into account so that he can enable his Muslim brothers to perform the prayer in congregation.
As for the one who prays in his home, such as a sick person or a woman, he should delay slightly after the adhan as a precaution so that he prays the prayer in its time with certainty; because some mu'adhdhins may hasten in the adhan.
It is prescribed for every Muslim, male or female, to pray the rawatib before the Zuhr, which are four rak'ahs, saying taslim after every two. It is also prescribed for him to pray four rak'ahs before the 'Asr, saying taslim after every two; based on the saying of the Prophet (peace and blessings be upon him):
May Allah have mercy upon a man who prays four before Al-Asr.رحم الله امرأ صلى قبل العصر أربعًا

It is also prescribed for every Muslim, male or female, to pray two rak'ahs between the adhan of Maghrib and its prayer, and likewise between the adhan of 'Isha' and its prayer; based on the saying of the Prophet (peace and blessings be upon him):
Between the two adhans there is a prayer, between the two adhans there is prayerبين كل أذانين صلاة بين كل أذانين صلاة

It is also prescribed to pray two rak'ahs before the Fajr, which are its rawatib, and they are prescribed for the man and the woman, the traveler and the resident, because the Prophet (peace and blessings be upon him) used to pray the sunnah of Fajr in travel and residence. As for the rest of the prayers mentioned, they are prayed in residence, not in travel, following the example of the Prophet (peace and blessings be upon him) in that.
It is recommended for every Muslim to pray in residence two rak'ahs after the Zuhr, two rak'ahs after the Maghrib, and two rak'ahs after the 'Isha'; because the Prophet (peace and blessings be upon him) used to be consistent in doing that in residence. These prayers are called the rawatib, and they are twelve rak'ahs: four before the Zuhr, two after it, two after the Maghrib, two after the 'Isha', and two before the Fajr prayer.
It is authentic from the Prophet (peace and blessings be upon him) that he said:
A house will be built in Paradise, for anyone who prays in a day and a night twelve rak'ahsمن صلى اثنتي عشرة ركعة في يومه وليلته تطوعًا بني له بهن بيت في الجنة

It was narrated by Muslim in his Sahih from the hadith of Umm Habibah (may Allah be pleased with her). And it is authentic from him (peace and blessings be upon him) that he said:
Whoever maintains four rak'ahs before Zuhr and four after, Allah (SWT) will forbid him from the Fire.من حافظ على أربع ركعات قبل الظهر وأربع بعدها حرمه الله تعالى عنن النار

It was narrated by Imam Ahmad and the compilers of the four Sunan with a sound chain from the hadith of Umm Habibah (may Allah be pleased with her).
