Question:
Is it permissible for him to swear not to speak for a full day?

Answer:
He should not swear not to speak, if he means ordinary speech; that is disliked for him. But if he means speech that includes returning the greeting, glorifying Allah, and reciting the obligatory Qur'an; then this is forbidden and reprehensible, and he must break his oath.
But if he means ordinary speech that is not obligatory, it is disliked for him, just as the Prophet (peace and blessings be upon him) rebuked Abu Isra'il when he vowed not to speak and to stand in the sun.
