Is it permissible to curse a specific disbeliever or open sinner?

Machine translationRead the Arabic original
Question:
Is it permissible to curse a specific disbeliever?

Answer:
If his evil and harm become severe, there is no harm, just as the Prophet (peace and blessings be upon him) cursed Abu Jahl, Safwan ibn Umayyah, and a group of others, when their harm became severe.
Q: And the open sinner?
A: It is not permissible to curse a specific open sinner. May Allah curse the wrongdoers, may Allah curse the open sinners, may Allah curse the thieves, may Allah curse the adulterers, but one should not curse a specific individual. This is the best course of action. Some scholars permit it, but it is better not to curse a specific person. Allah may guide him, and guidance is hoped for him. Refraining from cursing a specific person is preferable in all cases, except when the harm becomes severe, just as the Prophet (peace and blessings be upon him) cursed Abu Jahl due to the severity of his harm, and a group of others.
