What is the meaning and authenticity of the report: “Here are tears shed, O 'Umar”?

Machine translationRead the Arabic original
The saying of the Messenger of Allah (peace and blessings be upon him) to 'Umar:
Here are tears shed, O 'Umarهنا تُسكب العبرات يا عمر
?
This report has come, but I do not know the state of its chain. There is no doubt that these are places of humility, places of drawing near to Allah, and places of weeping at the Black Stone, and in prayer in the Ka'bah, and in the Hijr. These are places of fear, and of weeping, and of supplication to Allah (Exalted and Majestic is He). It is the greatest place, the best place, and the best spot.
