Answer:
Vocalizing the intention is not prescribed; rather, it is a religious innovation. So if one intends to pray, he does not say, "I intend to pray so-and-so," or "I intend to perform tawaf," or "I intend to perform sa'y." No, the place of intention is the heart. Likewise, when performing wudu', he does not say, "I intend to perform wudu'," or "I intend to perform ghusl." The place of intention is the heart. Actions are by intentions, and their place is the heart. Intention is the purpose, the purpose of the heart. So vocalizing it is not prescribed.
What some jurists mentioned regarding vocalization has no evidence for it; rather, it is an error. What is prescribed is to intend with one's heart. When one stands up for wudu', he intends with his heart. When he stands up to pray, he intends. This is the intention. When he turns toward the Ka'bah to perform tawaf, this is the intention. When he turns toward the place of sa'y to perform sa'y, this is the intention. He does not need to say, "I intend to do so-and-so." Yes.
