Question:
Is it permissible for a woman to recite the Qur'an melodiously in her home without non-mahram men hearing her? And is it permissible for her to recite the Qur'an melodiously in the presence of women?

Answer:
Reciting the Qur'an melodiously is a recommended practice (sunnah). The Prophet (peace and blessings be upon him) said:
He who does not chant the Qur'an is not one of usليس منا من لم يتغن بالقرآن ويجهر به

It is required for her to beautify her voice in recitation so that she becomes humbled, and the women around her become humbled. This is required, and the same applies to the man. Reciting melodiously means: beautifying the voice, reciting with measured pace, not rushing, and delivering the words clearly with their legal etiquettes, such as humility and giving the letters their due. This is required of both the man and the woman. So if the woman is alone, or with women, this is required.
As for when she is with men, she should recite in a normal manner, without anything that might lead to fitnah (trial, discord or temptation), unless she is learning and does not have a female teacher, and she is learning from a man. In that case, she performs the letters that the man directs her to, such as nasalization, thickening, thinning, clear articulation, and concealment, among the other rules of tajwid (the rules of Qur'anic recitation). There is no blame on her in that. As for reciting melodiously in a way that beautifies the recitation for the sake of humility, this is required if she is alone or with women; it is all good. Yes.
