Question:
Is it permissible to pray in clothes that do not reach below the knees?

Answer:
For a man, there is nothing wrong with it. As for a woman, no; she must cover her entire body, except her face. As for the man, there is nothing wrong with it if he covers what is between his navel and his knee, and covers his shoulders; there is nothing wrong with that. It is permissible for his head to be uncovered, and his legs... there is no blame on him. However, it is better for him to be in appropriate adornment and in his customary state; because Allah, Glorified and Exalted is He, says:
take your adornment at every masjidخُذُوا زِينَتَكُمْ عِنْدَ كُلِّ مَسْجِدٍ
[Al-A'raf: 31], meaning: at every prayer. So it is better and more excellent for the believer to pray in a complete, good state. Otherwise, it suffices him if his legs are exposed, or if he uncovers his head; there is no blame in that. But he must cover his shoulders, based on the saying of the Prophet (peace and blessings be upon him):
None of you must pray in a single garment of which no part comes over his shoulders.لا يصلي أحدكم في الثوب الواحد ليس على عاتقيه منه شيء

As for the woman, she is entirely an 'awrah (part of the body that must be covered); she must cover her entire body and her head, except her face. Unless she is in the presence of a non-mahram (a relative one may not marry); then she must cover her face as well. If she exposes her hands, there is no blame on her, but covering them is preferable, in order to avoid scholarly disagreement. Yes.
