Answer:
It is stated in an authentic hadith that the Prophet (peace and blessings be upon him) said:
None of you should pray in a garment that does not cover his shoulder.لا يصلي أحدكم في الثوب وليس على عاتقه منه شيء
Therefore, the shoulder is not part of the awrah, but the Prophet (peace and blessings be upon him) commanded its covering if it is feasible. He said to Jabir:
If the garment is large enough, wrap it round the body (covering the shoulders) and if it is tight (too short) then use it as an Izar (tie it around your waist only.)إن كان الثوب واسعًا فالتحف به، وإن كان ضيقًا فاتّزر به
Sahih al-Bukhari 361
So, if he has a cloak, he places it on his shoulders, or a shirt. Thus, covering both shoulders or one of them is obligatory in prayer, even though it is not part of the awrah outside of prayer; based on his statement (peace and blessings be upon him):
None of you should offer Salat (prayer) in a single garment with no part of it on his shoulders.لا يصلي أحدكم في الثوب الواحد ليس على عاتقه منه شيء
