Answer: The hadith is valid, and its wording is that the Prophet (peace and blessings be upon him) said:
Perform Fajr at AI-Isfar, for indeed its reward is greater.أسفروا بالفجر فإنه أعظم في الأجر

In the other wording:
Offer Fajr prayer at dawn, for it is most productive of rewards to youأصبحوا بالصبح فإنه أعظم لأجوركم

The meaning, according to the scholars, is not to rush until the dawn becomes clear... until the dawn becomes distinct. It does not mean that one prays after the darkness has passed. No, the recommended practice is during the twilight. The Prophet (peace and blessings be upon him) used to pray during the twilight after the light of the dawn, but there was still some of the night remaining. This is the recommended practice: there should be some twilight between the darkness and the dawn. The hadith does not contradict this.
Pray the Fajr prayer at the time of the dawnأصبحوا بالصبح
This means do not rush until the dawn breaks and until the dawn becomes clear, but with some twilight remaining. This is the best. If one delays it until the dawn is completely clear and the twilight has gone before the sun rises, there is no harm. But it must not be delayed until the sun rises. It is obligatory that it be performed completely before the sun rises. However, the best and most excellent is to perform it during the twilight after the dawn, about half an hour, or twenty-five minutes, or around that time, so that there is some twilight and the light of the dawn is clear.
