From Al-Aflaj, listener Sa'd Rashid sent a message saying: I went to the Noble Mecca with the intention of Hajj and 'Umrah, and I entered ihram from al-Sayl, then I performed all the obligatory rituals. After performing the farewell tawaf, I went to the Noble Medina to greet the Messenger of Allah (peace and blessings be upon him), then I returned to the Noble Mecca without entering ihram. Is there a sin on me for this, and am I required to pay an expiation? I ask for your guidance. May Allah reward you with good.
Answer: If you returned from Medina without the intention of 'Umrah, then you owe nothing. However, if you intended 'Umrah, it is obligatory for you to enter ihram from the miqat of Medina. If you did not enter ihram from the miqat of Medina while intending 'Umrah, then a sacrificial animal is required of you if you entered ihram from Mecca or Jeddah or the like; because you left the miqat. But if you returned without entering ihram and did not intend 'Umrah, then you owe nothing. Or if you intended 'Umrah but did not enter ihram, you must return to the miqat and enter ihram from the miqat if you resolve to perform 'Umrah; otherwise, no 'Umrah is required of you.
However, your travel to Medina for the sake of greeting the Messenger of Allah (peace and blessings be upon him) is not prescribed. What is prescribed is to intend the mosque, and then the greeting follows from that. This is how the hadiths came from the Messenger of Allah (peace and blessings be upon him). In the authentic hadith, he (peace and blessings be upon him) said:
One should not undertake journeys except to three mosques: al-Masque al-Haram (in Makkah ), the Aqsa mosque, or this mosque (in Madinah).لا تشد الرحال إلا إلى ثلاثة مساجد: المسجد الحرام، ومسجدي هذا، والمسجد الأقصى

So what is prescribed is that the journey be for the purpose of the mosques. If you come to the Prophet’s Mosque, you greet the Messenger of Allah (peace and blessings be upon him) and his two companions. It is also prescribed for you to visit al-Baqi' and greet the people of al-Baqi', as it is also prescribed for you to visit the Mosque of Quba and pray two rak'ahs in it. All of this is prescribed for one who visits Medina. But the primary intention of the journey should be praying in the Prophet’s Mosque. If you wish to greet the Messenger of Allah (peace and blessings be upon him) along with that, there is no harm; it becomes incidental to visiting the mosque. As for the journey being entirely for the sake of greeting the Messenger of Allah (peace and blessings be upon him) and visiting the grave, this is not prescribed. But the journey should be for the purpose of the mosque, and there is no harm in including the visit to the Messenger of Allah (peace and blessings be upon him) and greeting him incidental to the mosque. But what is not permissible is for the visit to be solely for the grave and greeting the Messenger of Allah (peace and blessings be upon him).
So one should be mindful of this; because the Messenger of Allah (peace be upon him) said:
One should not undertake journeys except to three mosques: al-Masque al-Haram (in Makkah ), the Aqsa mosque, or this mosque (in Madinah).لا تشد الرحال إلا إلى ثلاثة مساجد: المسجد الحرام، ومسجدي هذا، والمسجد الأقصى
