Question:

She sent a message containing a number of questions, among which is a question that says: Is it permissible for a menstruating woman to recite the Qur'an, especially if she has a specific daily portion and is accustomed to doing so? May Allah reward you with good?

Answer:
We have previously issued a ruling through this program many times that a menstruating woman may recite the Qur'an from memory without touching the mushaf. This is the correct view, and this opinion is the most correct of the scholars' opinions. The other opinion of some scholars is prohibition, and that she does not recite, just as the one in a state of major ritual impurity does not.
The correct view is that she recites from memory; because the one in a state of major ritual impurity can get rid of the impurity quickly by taking a full ritual bath, so he recites. He is prohibited from reciting while he is in a state of major ritual impurity. That is to say, the Prophet (peace and blessings be upon him), if he was in a state of major ritual impurity, did not recite—(peace and blessings be upon him)—nothing prevented him from the Qur'an except the state of major ritual impurity. It is established about him (peace and blessings be upon him) that if he was in a state of major ritual impurity, he would leave off the Qur'an. As for the menstruating woman and the woman with post-natal bleeding, their periods are long, and they are not of the same kind as the one in a state of major ritual impurity.
So the correct view is that they may recite by way of memory, by way of the unseen, not by way of reading from the mushaf. But if she needs the mushaf to review the Qur'an, or what she needs to correct errors, or something similar; then there is nothing wrong by way of a barrier... she wears gloves, or another barrier, so that she can search for the Qur'an, review what she needs, or someone else reviews it for her.
As for the hadith that he (peace and blessings be upon him) said:
The menstruating woman does not recite - nor the Junub - anything from the Qur'an.لا تقرأ الحائض، ولا الجنب شيئًا من القرآن

it is a weak hadith according to the scholars of knowledge, and it is not suitable for argumentation. And the Prophet (peace and blessings be upon him) ordered 'A'ishah during the Farewell Pilgrimage, while she was menstruating, to do what the pilgrims do. He said:
Except circumambulation, and do not circumambulate until you purify yourselfإلا الطواف، غير ألا تطوفي حتى تطهري
.
That indicates that she may recite the Qur'an; because he did not prohibit her from the Qur'an, he only prohibited her from circumambulation until she purifies herself. And prayer is known; the menstruating woman does not pray.
So the point is: he prohibited circumambulation until she purifies herself, so that indicates that she is not prohibited from the Qur'an; because the one in a state of consecration recites the Qur'an, the pilgrim recites the Qur'an. If the menstruating woman did not recite the Qur'an, he would have alerted her—(may Allah be pleased with her)—not to recite until she purifies herself, just as he alerted her about circumambulation.
