Question:
Is it permissible to shorten the prayer and combine them for one whose nature is constant travel, from the Kingdom to outside it, or from some cities of the Kingdom to others where it is permissible for the traveler to shorten and combine, such as drivers, and those in their category of itinerant sellers and buyers?

Answer:
These people are in the category of travelers, and it is prescribed for them to shorten the prayer, and it is permissible for them to combine it like other travelers, according to the majority of scholars, due to the generality of the scriptural evidence in this matter. We do not know of any evidence that contradicts this. As for the statement of some jurists that a traveler who has his family with him and does not intend to reside in a specific city does not avail himself of the dispensations of travel, that is a weak opinion for which we do not know a basis in the Shari'ah, as Abu Muhammad Ibn Qudamah (may Allah have mercy on him) pointed out in al-Mughni.
