Question:

In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may Allah send blessings and peace upon the Messenger of Allah, and upon his family and his Companions, and upon whoever follows his guidance. As for what follows:
We do not know the authenticity of this specific wording from the Prophet (peace and blessings be upon him). What is preserved from him (peace and blessings be upon him) is that he said:
He is not one of us (one among the Ummah of Islam) who beat the cheeks or tore the front opening of the shirt or uttered the slogans of (the days of) Jahiliya (ignorance).ليس منا من ضرب الخدود، أو شق الجيوب، أو دعا بدعوى الجاهلية

It was narrated by al-Bukhari and Muslim in the two Sahihs, so it is an authentic hadith. However, its wording is:

It is not permissible for him to slap his cheeks, nor to tear his clothes. Rather, he should say: "Indeed, to Allah we belong and to Him we return. Allah has decreed and what He willed has happened. Praise be to Allah." He should be content, submit, have patience, and seek reward from Allah. It is not permissible for him to be distressed; so he tears his garment, or strikes his cheek, or pulls out his hair. All of this is not permissible. This is part of distress and the forbidden wailing.

This was a custom of the pre-Islamic age of ignorance.
If he strikes his head or his chest, it is likewise forbidden. But it was their custom to strike the cheeks and tear the garments. So if he tears something other than the garment, or strikes something other than the cheek, it falls under the prohibition.
And likewise, supplicating with the supplications of the pre-Islamic age of ignorance, and shouting and wailing, or saying what the people of the pre-Islamic age of ignorance used to say: "O my support," "O my helper," "O my broken back," and the like of what the people of the pre-Islamic age of ignorance used to say.
Also in the two Sahihs, from Abu Musa al-Ash'ari (may Allah be pleased with him) from the Prophet (peace and blessings be upon him), that he said:
I have no concern with one with whom the Messenger of Allah (ﷺ) has no concern, Verily the Messenger of Allah (ﷺ) has no concern with that woman who wails loudly, shaves her hair and tears (her garment in grief).أنا بريء من الصالقة والحالقة والشاقة

The scholars have explained "al-Saliqah" as the one who raises her voice in the case of a calamity, wailing and raising her voice. And "al-Haliqah" is the one who shaves her hair, or pulls it out.

"Al-Shaqiqah" is the one who tears her garment from the front, or from other than the front. This indicates the prohibition of these actions, and that they are part of the distress that Allah has forbidden.
What is prescribed for one who is afflicted is to say: "Inna lillahi wa inna ilayhi raji'un" (Indeed, to Allah we belong and to Him we return), "Qadar Allah wa ma sha'a fa'ala" (Allah has decreed and what He willed has happened), just as Allah (Glorified and Exalted is He) said in His great Book:
And We will surely test you with something of fear and hunger and a loss of wealth and lives and fruits, but give good tidings to the patient,وَلَنَبْلُوَنَّكُمْ بِشَيْءٍ مِنَ الْخَوْفِ وَالْجُوعِ وَنَقْصٍ مِنَ الأَمْوَالِ وَالأَنفُسِ وَالثَّمَرَاتِ وَبَشِّرِ الصَّابِرِينَ ۝
[al-Baqarah:155-156], meaning: We are the property of Allah, we are His slaves, (Glorified and Exalted is He).
and indeed to Him we will return."وَإِنَّا إِلَيْهِ رَاجِعُونَ
[al-Baqarah:156], meaning: the return to Him, the return of the servants to Him (Exalted and Majestic is He), so He will reward them for their deeds (Glorified and Exalted is He) on the Day of Resurrection. Then He promised them much good, saying:
Those are the ones upon whom are blessings from their Lord and mercy. And it is those who are the [rightly] guided.أُوْلَئِكَ عَلَيْهِمْ صَلَوَاتٌ مِنْ رَبِّهِمْ وَرَحْمَةٌ وَأُوْلَئِكَ هُمُ الْمُهْتَدُونَ
[al-Baqarah:157]. This is their reward for their patience. And in the authentic collections, the Prophet (peace and blessings be upon him) said:
cherish that which gives you benefit (in the Hereafter) and seek help from Allah and do not lose heart, and if anything (in the form of trouble) comes to you, don't say: If I had not done that, it would not have happened so and so, but say: Allah did that what He had ordained to do and your" if" opens the (gate) for the Satan.احرص على ما ينفعك، واستعن بالله، ولا تعجز، وإن أصابك شيء فلا تقل: لو أني فعلت لكان كذا وكذا، ولكن قل: قدر الله وما شاء فعل فإن لو تفتح عمل الشيطان

So the believer takes the means, seeks provision, seeks treatment when sick, and avoids the causes of danger. When a calamity occurs, he says: "Indeed, to Allah we belong and to Him we return. Allah has decreed and what He willed has happened." He does not say: "If I had done so and so, it would have been such and such." No, "Indeed, to Allah we belong and to Him we return. Allah has decreed and what He willed has happened." He praises his Lord and extols Him, asks Him for good replacement, and takes the means that repair the calamity. And Allah is the One to be sought for help. Yes.
