Question:
The questioner from Sudan, al-Sadiq Awadh, says: I am asking about the noble verse:
Allah will not impose blame upon you for what is meaningless in your oaths, but He will impose blame upon you for [breaking] what you intended of oathsلا يُؤَاخِذُكُمُ اللَّهُ بِاللَّغْوِ فِي أَيْمَانِكُمْ وَلَكِنْ يُؤَاخِذُكُمْ بِمَا عَقَّدْتُمُ الأَيْمَانَ
[Al-Ma'idah: 89]?

Answer:
Yes, the matter is as Allah (Glorified and Exalted is He) said: Allah does not hold you accountable for idle oaths. An oath that slips off the tongue without intention, such as "By Allah," or "No, by Allah," or "Yes, by Allah," said without intent during conversation, like "So-and-so did this... and so-and-so did that... by Allah, so-and-so did this, and so-and-so did that... so-and-so traveled... so-and-so came," all without intention; there is no expiation for this.
As for when one intends the oath, meaning he makes it deliberately, then he is held accountable for it; because Allah said:
but He will impose blame upon you for [breaking] what you intended of oathsوَلَكِنْ يُؤَاخِذُكُمْ بِمَا عَقَّدْتُمُ الأَيْمَانَ
[Al-Ma'idah: 89] In the other verse:
what your hearts have earnedبِمَا كَسَبَتْ قُلُوبُكُمْ
[Al-Baqarah: 225] So if one intends the oath, he is held accountable for it. If he says, "By Allah, I did not travel... by Allah, I did not do such-and-such," he is held accountable for his oath if he is lying, and he bears the sin. And if he says, "By Allah, I will certainly do such-and-such," and he did not do it, he owes an expiation... "By Allah, I will not speak to so-and-so," and then he spoke to him, he owes an expiation, if he made it deliberately and intended it. This is from the workings of the hearts. So if he says, "By Allah, I will not visit so-and-so," and then he visited him, he owes an oath expiation. If he says, "By Allah, I will not speak to so-and-so," and he intended it, and then he spoke to him, he owes an expiation.
As for when it slips off his tongue, and he did not intend it, without intention, then this is from the idle oaths.
