Question:
The questioner, whose name is indicated by the initials (S. A. D), says in this question: Your Eminence! I am a man who committed violations on one occasion, and afterwards I regretted it, and I swore an oath, saying: I have sworn, and I vowed to pay a sum of money to the poor if I committed that violation. And I actually committed it again. So, is it obligatory for me to pay the aforementioned money? Or is the expiation for an oath sufficient? May Allah reward you with every good.

Answer:
It is obligatory for every Muslim man and woman, if he commits any of the sins, to hasten to repentance. This is the obligation of every Muslim: to hasten to repentance when he commits a sin. For Allah, Glorified and Exalted is He, says:
And turn to Allah in repentance, all of you, O believers, that you might succeed.وَتُوبُوا إِلَى اللَّهِ جَمِيعًا أَيُّهَا الْمُؤْمِنُونَ لَعَلَّكُمْ تُفْلِحُونَ
[An-Nur: 31]. And He says, Glorified and Exalted is He:
O you who have believed, repent to Allah with sincere repentance.يَا أَيُّهَا الَّذِينَ آمَنُوا تُوبُوا إِلَى اللَّهِ تَوْبَةً نَصُوحًا
[At-Tahrim: 8]. This is the obligation of every Muslim man and woman: if a sin occurs from him, he should hasten to repentance and rush to it. Whether it is drinking an intoxicant, undutifulness to parents, usury or interest, unlawful sexual intercourse, or anything else. Whenever a sin occurs from him, he should hasten and rush to repentance, regret, ceasing the sin, and resolving not to return to it, along with increasing in righteous deeds, as Allah the Exalted said:
But indeed, I am the Perpetual Forgiver of whoever repents and believes and does righteousness and then continues in guidance.وَإِنِّي لَغَفَّارٌ لِمَنْ تَابَ وَآمَنَ وَعَمِلَ صَالِحًا ثُمَّ اهْتَدَى
[Ta-Ha: 82].
And if he swears or vows that if he returns to it, he will give such-and-such in charity, or pray such-and-such, or fast such-and-such; then there is a detail in this. If he intended by this to draw near to Allah, and that whenever he commits it and returns to it, he will repent and draw near to Allah with this as an addition to his repentance; then this is obligatory for him. Because the Messenger (peace and blessings be upon him) said:
Whoever vows to obey Allah, let him obey Him, and whoever vows to disobey Allah, let him not disobey Him.من نذر أن يطيع الله؛ فليطعه، ومن نذر أن يعصي الله؛ فلا يعصه

Whoever vows that he will be obedient to Allah, should remain obedient to Himمن نذر أن يطيع الله؛ فليطعه

Because he did not intend to draw near to Allah with this; he intended to prevent himself and restrain him from this thing. So, in this case, the expiation for an oath is required: feeding ten poor people, or clothing them, or freeing a slave. If he is unable to do so, he fasts three days. And feeding the ten: for each one, it is half a sa' (a dry measure of about 3 kg) (one and a half kilograms) of the staple food of the land, or a garment, such as a shirt, or an izar (lower garment) and a rida' (upper garment). This is what is obligatory for the one who does this. Yes.
