Question:
She says in her final question: What is the maximum limit for wearing short sleeves for a woman?

Answer:
There is nothing wrong with wearing short sleeves among women, but it is better for her sleeves to be complete so that others learn modesty from her, both among women and in the presence of mahrams. This is what is preferable for her: to be modest, with her sleeve extending to the wrist joint, to the end of the forearm. This is the most preferable, the best, and the safest course, so that others do not imitate her, and so that no one who is not a mahram enters upon her.
The point is that wearing full sleeves extending to the wrist, to the joint of the forearm, is more complete among women and in the presence of mahrams. Otherwise, the forearm is not an awrah (part of the body that must be covered) in the presence of women and mahrams. However, completing the sleeve is more complete, better, and further removed from suspicion.
