The morning and evening adhkar means: coming to the remembrance; Subhan Allah (Glory be to Allah), Alhamdulillah (Praise be to Allah), La ilaha illa Allah (There is no god but Allah), and Allahu Akbar (Allah is the Greatest), Subhan Allah wa bihamdihi (Glory be to Allah and His praise), Subhan Allah al-Azim (Glory be to Allah the Magnificent), La ilaha illa Allah wahdahu la sharika lah, lahul-mulk wa lahul-hamd, wa huwa ala kulli shay'in qadir (There is no god but Allah alone, having no partner, to Him belongs the dominion and to Him belongs the praise, and He is over all things capable)... and so on. It is recommended (mustahabb) for the believer to do this, and to strive in the morning and evening,
and exalt [Allah] with praise of your Lord before the rising of the sun and before its setting,وَسَبِّحْ بِحَمْدِ رَبِّكَ قَبْلَ طُلُوعِ الشَّمْسِ وَقَبْلَ الْغُرُوبِ
[Q:39],
So exalted is Allah when you reach the evening and when you reach the morning.فَسُبْحَانَ اللَّهِ حِينَ تُمْسُونَ وَحِينَ تُصْبِحُونَ

So the believer strives in the remembrance of his Lord , His glorification, His declaration of His oneness, and His praise in the morning and evening. The Qur'an is part of that; the Qur'an is part of the remembrance. If one reads the Qur'an in the morning or evening, it is part of the remembrance. However, one should seek out the adhkar mentioned in the hadiths so as to perform them, such as saying Subhan Allah wa bihamdihi (Glory be to Allah and His praise) one hundred times in the morning and evening, such as saying Subhan Allah (Glory be to Allah), Alhamdulillah (Praise be to Allah), La ilaha illa Allah (There is no god but Allah), and Allahu Akbar (Allah is the Greatest). The Prophet (peace and blessings be upon him) said:

Whoever says: "La ilaha illal-lah wahdahu la sharika lahu, lahu-l-mulk wa lahul- hamd wa huwa 'ala kulli shai'in qadir," one hundred times will get the same reward as given for manumitting ten slaves; and one hundred good deeds will be written in his accounts, and one hundred sins will be deducted from his accounts, and it (his saying) will be a shield for him from Satan on that day till night, and nobody will be able to do a better deed except the one who does more than he.من قال: لا إله إلا الله وحده لا شريك له، له الملك وله الحمد، وهو على كل شيء قدير في يوم مائة مرة كانت له عدل عشر رقاب -يعني: يعتقها- وكتب الله له مائة حسنة، ومحا عنه مائة سيئة، وكان في حرز من الشيطان يومه ذلك حتى يمسي، ولم يأت أحد بأفضل مما جاء به إلا رجلًا عمل أكثر من عمله

So what is prescribed (mashru') for the believer, male or female, is to increase in remembrance, glorification, and praise in the morning before the midday prayer, from the dawn until the midday prayer, every morning. And after the midday prayer, the whole of the evening is considered evening, and the whole of the afternoon prayer time is considered evening, and the beginning of the night is all considered evening. One should increase in remembrance, praise, declaration of Allah's oneness, and glorification in these times, hoping for the reward of Allah. Yes.
