Question:
Is it permissible for a person who is tasked with cleaning the mosque and maintaining it for a monthly salary to pay a portion of that salary to someone who performs this work on his behalf, while he takes the rest, or rather the larger part of it, and does nothing? And if this is not permissible, what advice would you offer to those who do this?

Answer:
This is not permissible except with the permission of the person in charge of the mosque, whether he is an employee of the Waqf (endowment) or not.
The point is: the person in charge of this mosque, who is the deputy in it, is the one who is responsible. He should ask him. If he gives him permission to appoint a substitute, there is no harm. The mu'adhdhin (caller to prayer), or the imam, or the servant does not have the right to appoint a substitute except with the permission of the responsible authorities, except for a minor, temporary matter. If the mu'adhdhin has a temporary issue and orders someone to call to prayer because he is good at the adhan, or if the imam has a temporary issue in some of the prayers, or if the servant has one, there is no harm. However, if it is on a continuous basis, or for a long period, or at many times, then it is not allowed until he seeks permission from the competent authority to appoint a substitute for him in leading the prayer, or in the adhan, or in serving the mosque. This is because the substitute may not perform what the original person performs; the original person may be better and more deserving of this matter.
