A man appointed a substitute to lead the prayer on his behalf, but this substitute does not articulate the letters, such as the qaf and the ghayn, and so on. He asks whether it is permissible for him to do so, knowing that the congregation cannot pray, and he is currently in a difficult situation, O Shaykh?
I say: It is not permissible for the imam to appoint as his substitute someone who does not articulate the letters. If he finds no one but this person, he should remain and not go to the right or the left, or he should resign from the position.
This is one matter.
As for the congregation, they should raise the matter to the responsible authorities and request that the responsible authorities look for someone who articulates the recitation.
The questioner: It is a market area.
The Shaykh: Even in a market area, they do not pray behind someone who does not articulate the recitation if they are able to find someone else. However, if this person is the only option, fear Allah as much as you are able.
And all praise is due to Allah, Lord of the worlds, and may Allah send prayers and blessings upon our Prophet Muhammad, and upon his family and his Companions, and those who follow them with excellence until the Day of Judgment.
