Question:
She has another question in which she says: We have a shrine, and people claim that the grave of al-Khidr (peace be upon him) is located there. They come to this shrine, bringing candles and sweets with them. When they enter, they light the candles and begin to make supplications and vows at this grave. Is this a religious innovation? Please guide us, may Allah reward you.

Answer:
Al-Khidr died a long time ago, and the correct view is that he died before the mission of the Prophet (peace and blessings be upon him). He was a righteous man, and a group of scholars held that he was a prophet, which is the stronger view based on the apparent meaning of the Noble Qur'an. However, his grave is not known, and what is said to be his grave among you is a lie with no truth to it. Even if it were known, it would not be permissible to exaggerate in it, nor to make vows to it, nor to supplicate to it instead of Allah, nor to seek blessing from it, nor to build upon it. Rather, this is a great evil. In fact, making vows to al-Khidr, or supplicating to him instead of Allah, is major shirk (associating partners with Allah), just as supplicating to the prophets and the righteous, and calling upon them for aid, is all major shirk. Allah the Exalted says:
so do not invoke with Allah anyone.فَلا تَدْعُوا مَعَ اللَّهِ أَحَدًا
[Al-Jinn:18], and He says:
And whoever invokes besides Allah another deity for which he has no proof - then his account is only with his Lord. Indeed, the disbelievers will not succeed.وَمَنْ يَدْعُ مَعَ اللَّهِ إِلَهًا آخَرَ لا بُرْهَانَ لَهُ بِهِ فَإِنَّمَا حِسَابُهُ عِنْدَ رَبِّهِ إِنَّهُ لا يُفْلِحُ الْكَافِرُونَ
[Al-Mu'minun:117].
Therefore, it is not permissible for a man or a woman to supplicate to al-Khidr, nor to call upon him for aid, nor to make vows to him, nor to circumambulate what is claimed to be his grave. All of this is not permissible; rather, it is major shirk. Supplicating to him, making vows to him, and calling upon him for aid are major shirk. Circumambulating a grave claimed to be the grave of al-Khidr, or anyone else, circumambulating graves seeking generosity from their occupants and benefit from them, is major shirk.
Therefore, it is obligatory for everyone who comes to this grave to abandon that, and to warn against it. It is obligatory for the state, if it is Muslim, to demolish this and remove it, because it is a lie with no truth to it. Yes.
