Question:
He says: Is the Fajr rawatib before the adhan, or after the adhan? And if it is after the adhan, is it permissible for me, if I enter the mosque while the mu'adhdhin is calling the adhan, or has finished the adhan, to pray the greeting of the mosque and the rawatib? Or do I pray only the Fajr rawatib?

Answer:
The Fajr sunnah is performed after the appearance of the dawn, whether the mu'adhdhin has called the adhan or not. If you pray it after the appearance of the dawn, you have achieved the objective, whether in your home or in the mosque. And if you pray it after the adhan, likewise, you have performed the sunnah. The important thing is that it be after the appearance of the dawn. So if the mu'adhdhin calls the adhan before the appearance of the dawn, and you pray it after the adhan but before the appearance of the dawn, you have not performed the sunnah. It must be after the appearance of the dawn, or after the adhan if the mu'adhdhin is calling the adhan upon the appearance of the dawn.
And if you come to the mosque and you have not prayed the rawatib, then you pray two rak'ahs, intending with them the rawatib, and they suffice for the greeting of the mosque. And if you intend both: the rawatib and the greeting of the mosque, there is no harm in that, and there is no need to repeat the prayer. Two rak'ahs suffice, intending with them the Fajr sunnah and the sunnah of the greeting. And praise be to Allah. Yes.
