Q: I will explain to you my situation regarding the Fajr prayer and my understanding of its arrangement. When I enter the mosque, I have in mind four rak'ahs: two for the greeting of the mosque and two for the Fajr sunnah thereafter. If the iqamah is called and I have only prayed two rak'ahs before the iqamah, I do not pray the two rak'ahs of the Fajr sunnah after the prayer, knowing that I have prayed two rak'ahs before the iqamah, which I considered to be the greeting of the mosque. More than one person has contradicted me on this point.
They told me that the two rak'ahs of the Fajr sunnah suffice for the greeting of the mosque, but I have not left it. Please advise us, may you be rewarded?

A: If a Muslim enters the mosque after the adhan for the Fajr prayer, he prays only two rak'ahs, the rawatib of Fajr, which is among the most emphasized of the regular voluntary prayers. 'Aishah'Aishah(may Allah be pleased with her) said:
The Prophet (ﷺ) was more particular about offering the two (optional) Rak'at at dawn than he was about offering any of the other optional prayers.لم يكن النبي صلى الله عليه وسلم على شيء من النوافل أشد تعاهدًا منه على ركعتي الفجر

This falls under the category of overlapping acts of worship, for the voluntary prayer of the greeting of the mosque, due to entering the mosque, is included in the voluntary prayer of the Fajr rawatib, which is established by the entry of the time of Fajr. Therefore, if you enter the mosque after the adhan of Fajr, you must pray the two rak'ahs of the rawatib and not pray two additional rak'ahs as the greeting of the mosque. However, if you prayed the Fajr rawatib at home after the dawn appeared, and you entered the mosque before the prayer was established, it is prescribed for you to pray the greeting of the mosque before the iqamah, according to the stronger of the scholars' opinions. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
