Answer:
The best is eleven or thirteen, saying taslim after every two. This is what the Prophet (peace and blessings be upon him) usually did. If he prays more, twenty or more, or less, there is no harm. Even one rak'ah every night after 'Isha, or at the end of the night, is fine. But the best is eleven or thirteen, saying taslim after every two, and completing with one rak'ah. This is what he (peace and blessings be upon him) usually did. Sometimes he would complete with three... sometimes with five... sometimes with seven, sometimes with nine (peace and blessings be upon him). But the best and most common of his practice was eleven or thirteen.
And if one completes with twenty, prays twenty, and completes with three, or one, or completes with thirty, and prays one, or three, it is all good, there is no blame. It has no fixed limit. The Prophet (peace and blessings be upon him) said:
Prayer during the night should consist of pairs of rak'ahs, but if one of you fears the morning is near he should pray one rak'ah which will make his prayer an odd number for him.صلاة الليل مثنى مثنى، فإذا خشي الصبح؛ صلى ركعة واحدة، توتر له ما قد صلى
