In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, Lord of the worlds, and may the blessings and peace be upon His servant and messenger, our Prophet, our Imam, and our master Muhammad ibn Abdullah, and upon his family and his Companions, and whoever follows his path and is guided by his guidance until the Day of Judgment. As for what follows:
Gaining understanding of the Qur'an is among the greatest acts of worship, the most excellent means of drawing near to Allah, and the greatest causes of happiness in this world and the Hereafter; for it is the Book of Allah, containing guidance and light. Whoever follows it and remains steadfast upon what is in it will have happiness and a good outcome in this world and the Hereafter, and whoever deviates from it will perish. Allah (Glorified and Exalted is He) says: [Al-Isra: 9], and He says: [Sad: 29], and He says: [Al-An'am: 155]. Reflection and understanding in it are achieved through contemplation, reasoning, and gathering verses together when they share a single meaning; so that the reader understands what Allah intends. If he contemplates what relates to prayer, he studies many of the verses of prayer and gains understanding of them; so that he understands the meaning and acts upon it. Likewise, the verses of zakah... the verses of fasting... Hajj... the verses of sale and riba... verses relating to the stories of the prophets, and to Paradise and the Fire... and so on. He contemplates, reasons, and gathers his heart when he reads and when he reflects.
And one should refer to what has come in the authentic hadiths regarding the meaning of the verse, from the book of Tafsir by Ibn Kathir (may Allah have mercy on him), or Ibn Jarir (may Allah have mercy on him), or al-Baghawi (may Allah have mercy on him), or others from the Imams of Tafsir; so that one may benefit from the authentic hadiths and the words of the scholars in understanding the Great Qur'an and gaining understanding of it.
It is not permissible to attribute to the Qur'an what one has not verified and to which one's heart is not at peace, believing that it is the meaning; for speaking about Allah without knowledge is a grave and dangerous matter, and among the ugliest of prohibitions.
Therefore, it is obligatory for the believing man and woman, when contemplating the Qur'an, to pay attention to this, to increase in it, to be certain, and to seek assistance from the words of the scholars of Tafsir and what has come in the hadiths regarding the meaning of the verse; so that the understanding is based on sound and firm principles, and so that the one seeking understanding is far from error and mistake in that. May Allah grant you success, and grant us and you understanding in the religion and steadfastness upon it. Yes.

كِتَابٌ أَنزَلْنَاهُ إِلَيْكَ مُبَارَكٌ لِيَدَّبَّرُوا آيَاتِهِ وَلِيَتَذَكَّرَ أُوْلُوا الأَلْبَابِAnd this [Qur'an] is a Book We have revealed [which is] blessed, so follow it and fear Allah that you may receive mercy.
