Your Eminence, may Allah preserve you, the questioner asks: Are there types of the evil eye—I mean envy—such that some evil eye harms the afflicted person severely, while other evil eye harms the afflicted person with minor harm?

Answer:
The evil eye is a reality, just as the Prophet (peace and blessings be upon him) said:
The evil eye is a reality, and if anything had preceded the divine decree, the evil eye would have preceded it.العين حق، ولو أن شيئًا سبق القضاء لسبقته العين
It may be that the evil eye strikes and harms some people. It is not by the choice of the person. It may be that when he sees something he likes, the one afflicted by the evil eye is struck by something that harms him. So the person seeks refuge in the perfect words of Allah from the evil of what He created, morning and evening, three times. This is among the means of protection. He says:
I take refuge in the perfect words of Allah from the evil of what He createdأعوذ بكلمات الله التامات من شر ما خلق
