Answer:
Yes, if his parents put him in ihram, the fidyah is obligatory on him, the fidyah for tamattu' and qiran. However, some scholars say that it is on the wali (guardian), because he is the one who put him in ihram on behalf of the minor.
Some scholars hold that it is on him from his wealth, because it is for his education and guidance toward good, and the reward is for him.
As for the matter that requires knowledge, there is no fidyah in it. If he covers himself with clothing while he is a small child, the small boy owes nothing, because he is ignorant. If he covers his head and wears sewn clothing, or applies perfume, because he is ignorant, he owes nothing. Likewise, if he cuts his hair and nails, the correct view is that it is like covering, and he owes nothing if he is ignorant or forgetful, and so is the adult who is ignorant or forgetful.
